When you purchased your home at Park Summit, you automatically became a member of the Park Summit Homeowners Association. The Association was established through the creation of the Articles of Incorporation (Articles), Declaration of Covenants, Conditions, and Restrictions (Declaration) and the By Laws. These legal documents were filed with the State and local government prior to beginning development. The Articles and Declaration are documents that are filed in the Land Records and "run with the land" meaning that all deeds for all lots in Park Summit are subject to the provisions of these document. The Declaration spells out the requirements for budgeting, collection of assessments, the architectural control process and other use restrictions for the community. The By Laws are an associated document that is largely administrative in nature and establishes criteria for meetings, elections, voting, etc. All homeowners were provided with these documents in a large disclosure package at the time that the contract of purchase was made. Everyone is encouraged to read these documents carefully.

Parking in the Park Summit Community

Unauthorized vehicles: including commercial vehicles, campers, recreational vehicles, boats, trailers, boat trailers, junked vehicles, vehicles without current registration or properly displayed tags, and stored vehicles, may not park anywhere within the HOA.
Storage Pods: No items other than authorized vehicles may be placed in parking spaces. Storage pods may not be placed in parking spaces anywhere in the community.
Working on Vehicles: Repair and/or maintenance of motor vehicles is not permitted anywhere within the community.
Stored Vehicles: Any vehicle which remains in the same space for more than 30 days is considered a stored vehicle. Stored vehicles are not permitted anywhere within the community. Covered vehicles are also prohibited.
Towing: Only the Board of Directors and Management can authorize towing for vehicles in violation of the Association’s governing documents. Vehicles found to be in violation will be stickered and towed at the vehicle owner’s expense.
Complaints: Complaints about violations of the parking rules must be submitted in writing to the community manager in order for the association to be able to address it. Complaints should include: the nature of the alleged violation(s), the make, model, and color of the vehicle, the license plate number, the nearest address to the vehicle’s location, and a photo of the vehicle if possible.

Pet Policy

Pet owners are reminded that, whenever possible, they should walk their pets away from neighbors’ homes and high traffic areas where children may be playing. The Association covenants, rules, and City of Gaithersburg law say that you must pick up after your pet. The association has placed Pet Stations throughout the community to help dispose your pet’s waste.

Scoop it. Bag it. Dispose of it properly!

All homeowners and residents are required to know the Pet Policy and comply with these and all other rules governing the Association. Pets must be carried or leashed when on Park Summit HOA property. Violations of pet laws may be referred to the City of Gaithersburg Department of Animal Control at (301) 258-6343.

These things are not only the law, but they are also the signs of a considerate pet owner and neighbor.

Architectural Review

All modifications to the exterior of your Park Summit home and lot require Homeowners Association approval. If you would like to modify the exterior of your home, you must complete and submit an Application for Exterior Modification for review by the Park Summit Homeowners Association Board of Directors.
